At the end of the twentieth century, the education system in this country underwent a major reform. A progressive law defining the foundation of the entire education system in Brazil, the Law of Guiding Principles and Education (1996), was passed, and government programs are being implemented to increase literacy and scientific mobility of the population. Most public investment is directed to the development of education.

The full cycle of education in Brazil includes the following levels: preschool, secondary (elementary and high school), higher and additional education. Along with public education, there is a well-developed network of private educational organizations. But the quality of education depends almost entirely on the financial capacity of parents and local authorities.

Pre-school education is not compulsory, but it is quite popular. Up to the age of six or seven it is possible to attend state (free) nurseries and kindergartens, or private ones, the fees for which are sometimes very high.

The first nine years of schooling are compulsory and free, while being open to private enterprise. Since there is a problem of child attendance, control is strict and rests with the parents and the state or municipal administrations of the country. Nowadays, quite a large number of middle-class parents teach their children in private schools. This guarantees a better education.

During the next three years in high school it is possible to receive a vocational education, or it is possible to simply prepare for admission to a university without having mastered any profession. The state funds some technical schools, considered the best in Brazil. These educational institutions operate the SESI and SENAI programs, which provide knowledge to workers in various industries.

High school education is sometimes insufficient, so private lessons/courses for applicants (curinhos) are widespread. These services are provided by unofficial institutions. Some of them provide a fairly good level of knowledge.

The higher education system in Brazil is under strict control of the Ministry of Education, and every state has at least one university. There are 2,407 universities in the country, of which about 90% are private. Traditionally, public universities are considered to be stronger due to increased funding.
